To be an independent Eastern African research and training and education centre
that is responsive to peace operations training and education requirements of the
African Peace and Security Architecture.
To conduct applied research into and the training and education of military, police
and civilian personnel in all aspects of peace operations in order to help improve
the effectiveness of the international response to complex emergencies.
